Ian Moore has over 35 years of various construction-related experience. His responsibilities as a Senior Consultant with CONTECH include analysis of construction claims, preparation of Expert Reports and Expert Testimony.

Ian has worked internationally including in the United Kingdom, Saudi Arabia, Jordan, the Republic of Ireland and the United States of America. He has managed projects including construction of underground water storage facilities, oil terminals, international airports, roads, bridges, open pit mines and commercial structures.

His thirty-plus years of hands-on experience in all aspects of civil and commercial construction provides him with the skills to address virtually all types of construction claims. He has worked on issues including design errors, bid errors, changes in subsurface conditions, conformance to plans and specifications, change order and cost analysis, as well as critical path analysis to determine delay time and extended costs.

Ian has expertise in site development operations, highway construction, commercial development, renovation projects and utility work.

Ian's experience is detailed below:


2001 - Present: Moore Construction Services - President
Analysis of construction claims and preparation of Expert Reports. Formulation of data used to assist clients in the resolution of claims. Mediation and Arbitration support. Analysis of construction documents (plans, specifications, addenda, General Conditions, etc.), bids, contracts, and the development and resolution of contractor claims. Analysis and reporting on errors and omissions issues. Schedule Analysis - evaluation of extended overhead and time extension costs. Cost estimating - bid estimates and cost-to-complete determination.

1993-2001: The Driggs Corporation - Vice President, Heavy Highway Division
Responsible for management of multiple civil engineering projects from bid stage to close out. Contract and sub-contract negotiations. Established in-house scheduling division and taught scheduling to engineers. Extensive experience on multiple types of construction including highways, bridges, site development, metro, precast and cast-in-place concrete structure, retaining walls (stabilized earth, concrete, gabions, steel pile and lagging), runway extensions, drainage systems. Negotiation of change orders and claims. Settlement of Owner and sub-contractor disputes. Negotiations with Authorities (Labor, Safety, Environmental, Zoning, Equal Opportunity). Management of financial matters (billings, job site costs, cost to complete estimates).

1990-1993: Moore Construction Services - President
Provided scheduling services to contractors in the Maryland, Virginia and Washington DC areas. Advised contractors of scheduling and sequencing issues on projects. Negotiated time extensions for contractors. Taught scheduling to Project Managers at local Community College.

1983-1990: Doyle Inc. - Vice President of Construction
Managed operational side of General Contractor. Managed estimating and bidding of projects which included New Construction of Schools, Churches, Restaurants, Cafeterias, Theaters, Offices, and High-end Residential; Renovations of Offices, Hotels, and an Historic Church.

1979-1983: JMJ Export - GM of Coal Mining, Processing and Exporting Company
Overall responsibility for company operations, staffing, accounting, banking, day-to-day operations of head office and site personnel. Oversaw strip mining and coal processing operations. Responsible for negotiation of contracts with barging, railroad and shipping companies and land leases and mining rights.

1972 - 1979: JMJ Contractors Ltd. - PM and GM, Middle East Operations
Managed underground water storage tank construction and piping in Northern Ireland, site development operations on Orkney Islands and Shetland Islands North Sea Oil Terminals, extensive excavation and grading operations, underground piping, concrete structures, oil tank pads, construction jetties, roads, quarrying operations, stone processing operations, road construction in Saudi Arabia. General Manager for Middle East Operations based in Amman, Jordan. Managed construction of site development for Queen Alia International Airport in Jordan.

1971 - 1972: General Contractor - Site Engineer
Responsible for layout of projects including Swimming Pool Facility, Schools, Concrete Structures, Site Work, Drainage Systems, Roads, Plumbing, Mechanical and Electrical Systems.

Professional Experience

Ian has extensive experience in the analysis of construction documents (plans, specifications, general conditions, bids, contracts, etc.) and the development and resolution of contractor claims. Ian has expertise in site development operations, highway construction, commercial development, renovation projects and utility work.

As Projects Manager and Vice President of a Virginia Corporation Ian was responsible for the operational side of the business from bidding through closeout of each project. This included estimating, bid compliance, contract and subcontract negotiations, scheduling, management of on-site operations, presentation and negotiation of change orders and claims, billings and payments and all communications with clients. Ian was responsible for the site development and the construction of commercial buildings including schools, offices, restaurants and churches, and the interior renovations of offices, hotels, cafeterias and a renovation of a historic church.

As Contracts Manager and Vice President of a large Maryland Corporation, Ian’s responsibilities also included the scheduling, oversight and management of individual projects valued at over $50 million. The projects included site development packages, metro, pre-cast structures, and highway and bridge construction.

Ian has extensive experience in CPM scheduling. He has managed the scheduling department for a large contractor, provided expert opinions and testimony on many project schedules and has taught CPM scheduling at a local college.
